Research and Technology Organizations (RTOs) according to their mission are responsible for technology development and facilitating its commercialization in order to enhance and support the technological and innovative capabilities of relevant and related industries. The complexity and specific nature of the technology development process in RTOs in order to effective respond to the needs of industry require to designed a technology development and commercialization process which encompasses different requirements to meet the numerous challenges and problems in this direction and lead to matching between type and time of technological demands of industry and technology development and commercialization process of RTOs. In order to respond to these challenges, this paper attempt to present a modified model for the technology development and commercialization in RTOs. This model is adjusted based on the existing literature using the case study (multiple) of technology development and commercialization process in best practices by using qualitative analysis. Abstract: Iran's national policy documents have focused on the knowledge based development, and effective steps have been taken by decision makers, policy makers, and executive departments in recent years. The most important measures in this regard include the establishment of the Supreme Council for Science, Research, and Technology and its commissions by the Ministry of Science, Research and Technology. One of the major goals of the council in the years 1389 to 1391 is the facilitation role of the public sector to create, facilitate and deepen the relationship between the country's industry and academic and research sectors. In the literature on technology and innovation, this relationship is known as one of the basic requirements for technology development in each country. In this study, the Commission on Industries, Mines and communication of the Supreme Council of Science, Research, and Technology examined and compared the research cooperation between the selected universities and the commission member institutions by analysis of data recorded in the Research Information Management System (Semat) in 1389 and 1390. In 1389, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1389 (part D of section 2), and in 1390, the study was based on the analysis of performance reports of the institutions and universities in the implementation of Iran's General Budget Law for 1390 (part A of section 108) and Iran's Fifth Five-Year Development Plan (part M of section 224). In this regard, the information registered by the universities and the Commission member institutions, including information on research projects with academic executive, and information on funds allocated by the institutions to the universities for research projects, for two consecutive years 1389 and 1390 were analyzed and compared. Today, the standards and demands of the community have shifted to universities and pushed them to turn their own situation. A desirable university governance, with the integrity and comprehensiveness of various types of governance, as well as the observance of professional ethics standards in all university sub-systems, can lead to successful leadership of the university institution. The goal of the present study is to determine the position of professional ethics in academic governance. In this paper, we tried to use a descriptive-analytical method based on the results of previous research and scientific documents, as well as a comprehensive study of the importance of professional ethics in the management and administration of the university. In the following: After collecting, selecting, tabling and categorizing materials, after reading the books and sources, scientific documents and documents are available. Then the material is organized to achieve research questions. The research tool was a vector check and the obtained data were classified and analyzed according to the purpose and the research questions using the collected documents. In line with the extensive study of resources, there are some solutions to the importance and role of ethics in governance. In the end, it should be noted that since the university administration, as a cultural and moral institution, needs policy and decision making as well as its own planning, so that decisions and programs should be based on ethical principles and values. For years Iranian thinkers and managers try to improve the relation between universities and industries to use the scientific results of academics centers in national technology development. Some years ago after changing the name “Culture and advanced education ministry” to “ministry of Science, research and Technology” the ministry tried to have important roles on national technology and knowledge based development. Though much trying, there is needed to essential planning and organizing works to lead the ministry to have beneficial output for the goals of technology development which is in constitution. To reach to the goals which coming in the constitution it is needed some rectification and modification in organization structure, rules and process of execution. In other hand there are some science and technology organizations parallel to each other with more budget and low responsibility in the government. So grinding and dispersion of research possibilities is one of the barriers to technology development in Iran. With more than 60 years of experience, the Petroleum Industry Research Institute is the oldest and largest applied research and technology institute in Iran. This research institute is one of the several government research and technology institutes in Iran, which is under the Ministry of Oil and its activities focus on the oil and gas industry. This article is a brief overview of the major achievements of the research institute in the last 42 months that have influenced the development of Iran's oil and gas industry. After a brief introduction of the research institute, some major achievements are presented in 3 sections: "Exploration and Production", "Downstream Industries" and "Energy and Environment". The article then goes on to describe other research activities such as the commercialization of research and development results as well as social responsibilities. The main purpose of this article is to design and validate a model for managing the quality of research activities of university faculty members. This research has been done in the framework of a qualitative and quantitative approach; For this purpose, in the qualitative stage, 14 experts in the field of academic research quality were purposefully selected with a theoretical sampling strategy and interviewed in a semi-structured manner. Thematic analysis technique (theme) was used to analyze the data. After implementing the content of the interviews and their preliminary analysis, the codes or basic concepts were identified and in order to achieve the main categories, similar codes were placed in special categories. Finally, for each category, a title was selected that includes all the codes of that category. As a result of this study, the model of quality management of research activities of university faculty members was identified, which according to academic research experts, includes the dimensions of bedrock, policies and missions, planning, support / incentive systems, and the dimension of evaluation and monitoring. Are that the sum of them in the pattern is 25 components. The results of quantitative data analysis showed that the research sample evaluated the quality management model of research activities of university faculty members at the desired level and recognized the existence of these dimensions and their related components as important and important. Validation of the model designed in the research sample showed that all observable variables have a suitable factor load on their latent variable and according to PLS indicators have the necessary desirability to measure their corresponding latent variable. Also, the findings of the goodness of fit test and other quality indicators of the model showed that the proposed model of quality management model of research activities of faculty members of universities has the necessary quality and fit.
